If you APPLIED FOR A MVCC BALLOT BY JUNE 1, but have NOT received your ballot, call the City Clerk's Office and they will hand deliver your ballot to you.

Ballots must be returned in the City Clerk's envelope and be postmarked no later than TODAY, June 8. If you wish, you may use the ballot dropbox until 8pm TODAY, June 8. It is located at the Mar Vista library, 12006 Venice Blvd., on Inglewood Blvd.

Due to public health and safety concerns as a result of the COVID-19 pandemic, the City Clerk is implementing an all Vote-By-Mail (VBM) voting model for all Neighborhood Councils in 2021.

The following information is a Quick Start created for the Mar Vista Community Council election on June 8, 2021. It is for convenience only and based on the final election materials received from the City in December of 2020. It is not exhaustive.

HOW TO VOTE

1. MUST apply for ballot and verify Stakeholder eligibility between April 9 and June 1, 2021.

There are two Options:

     OPTION A - ONLINE:

                          create online account, complete application, upload supporting documents*

                          may create account anytime; choice of MVCC ballot not available until April 9, 2021

     OPTION B - PAPER:

                          download, print, complete, and sign application download or print here

2. Receive ballot via snail mail AFTER May 10, 2021

     City Clerk will mail appropriate ballot after verifying Stakeholder eligibility

3. Completed ballot MUST BE POSTMARKED no later than June 8 and received by June 18, 2021.

WHAT IS A STAKEHOLDER? (Section 1.6 of the 2021 NC Election Handbook)

Eligible Stakeholders may vote or run for a seat on the Mar Vista Community Council Board. A “Stakeholder” shall be defined as any individual who:

  1. Lives, works, or owns real property within the boundaries of the Mar Vista Community Council; or
  2. Is a Community Interest Stakeholder, defined as an individual who is a member of or participates in a Community Organization within the boundaries of the Mar Vista Community Council.

A “Community Organization” is an entity that has continuously maintained a physical street address within the boundaries of the Mar Vista Community Council for not less than one year, and that performs ongoing and verifiable activities and operations that confer some benefit on the community within the boundaries of the Mar Vista Community Council. A for-profit entity shall not qualify as a Community Organization. Examples of Community Organizations may include Chambers of Commerce, houses of worship or other faith-based organizations, educational institutions, or non-profit organizations.

All stakeholders, when running as a candidate or voting, must specify a qualifying address or location within the Mar Vista Community Council boundaries to participate. Stakeholder claims cannot be based on participation occurring outside of the Mar Vista Community Council boundaries.


VOTING ELIGIBILITY (Section 4 of 2021 NC Election Handbook)

Stakeholders can complete and submit a Vote-By-Mail Application onlineobtain a paper application from the City Clerk’s websitedownload an application here, or from the bottom of this page. The online portal has been designed for all 99 Neighborhood Councils; therefore, the ability to choose the MVCC election will not become available until April 9, 2021. However, you may begin the process (i.e., create an account) at any time. Alternatively, you may download, print, and submit a paper application with supporting documents at any time. Paper applications may be submitted by mail, email, or by fax at the following:

NOTE: THE MAILING OF BALLOTS TO VERIFIED STAKEHOLDERS WILL BEGIN MAY 10, 2021 REGARDLESS OF THE APPLICATION SUBMISSION (i.e., online or paper).

Stakeholders who are eligible to vote must meet the following qualification:

  1. Sixteen (16) years or old at the time of the election;
  2. Submit identification and documentation to corroborate eligibility;
  3. Must complette a Vote-By-Mail application through an online portal or a paper application. The City Clerk will use this form to determine eligibility and issue appropriate ballot. Information needed:
    • Neighborhood Council Name;
    • First, Middle, and Last Name;
    • Date of Birth;
    • Mailing Address;
    • Qualifying information used to determine Stakeholder Status (Live, Work, Own property, or Community Interest).

If submitting a paper form, a stakeholder must also provide their signature. 

In order to protect stakeholder's right to privacy, date of birth, telephone number, email address, mailing address, qualifying address, photo identification, signature and any identifying information as determined by the Office of the City Attorney is not subject to disclosure under the California Public Records Act. Stakeholders who do not submit a Vote-By-Mail application, fail to submit documentation (if applicable), or who do not meet specific voter requirements will not receive a ballot.


QUALIFYING DOCUMENTATION FOR STAKEHOLDER STATUS

1) PHOTO ID

EXAMPLES: Driver's license, state identification card, passport, picture ID with stakeholders' name (e.g., work, school, credit card) 

2) PROOF OF AGE

EXAMPLES: Driver's license, state identification card, passport, birth certificate

3) AND - CHOOSE ONE

a) PROOF OF RESIDENCE

EXAMPLES: Driver's license or state identification card; residential lease, rental agreement, mortgage statement, rent receipt, current utility bill, home owner's or renter's insurance documentation, letter from landlord confirming renter/tenant status, current mail with your name and address, LA County property tax bill

OR

b) PROOF OF EMPLOYMENT

EXAMPLES: pay check, pay stub, work permit, Form W-2, Form 1099, staff roster from place of work, personal business card, letter from employer on business letterhead verifying employment, project/job contract or service agreement, invoices from vendor(s), printed advertisement or business webpage (showing both your name as employee and address), current City of LA business license, mail with your name and the name and address of the business.

OR

c) PROOF OF OWNERSHIP - REAL PROPERTY

EXAMPLES: property deed, LA County property tax bill, project/job contract or service agreement listing stakeholder as the property owner, mortgage statement, lease/rental agreement, letter/documentation from Business Improvement Distrcit (BID) or Chamber of Commerce listing stakeholder as the property owner, applicable City tax forms reflecting property ownershihp, County Assessor Parcel information, Homeowner's/Property owner's insuracne statement or proof of insurance listing the stakeholder as the property owner.

OR

d) PROOF OF COMMUNITY INTEREST

EXAMPLES: personal business card, membership card, participation certificate, receipt of membership dues, staff/membership roster, letter on official letterhead from school/church/organization stating that you have a substantial and ongoing participation [letter must include the following to be valid: organization's letterhead, date, name of stakeholder, relationship of the stakeholder to establishment, duration of stakeholder's participation, contact information of person writing letter, local address of organization (if not in letterhead), statement that organization considers stakeholder to be a substantial and ongoing participant in organization, organization representative's orignal signature, full printed name, and title.]
