Proposal for agreement with Santa Monica College (Bundy Campus)

and Ground rules for NTM Committee.

Discussion and motions on:
4-b-1. Evaluation of several possible cut-thru traffic control measures
and selection of the measure to request of LADOT.
4-b-2. NTM Committee Guidelines, Item V. Approval of Traffic Intrusion Control
Measure(s) - A method of Cut-thru Traffic control measure approval that
will be fair to both cut-thru-street residents and non cut-thru-street
residents possibly inconvenienced by traffic controls on cut-thru-streets.

1) Discussion and approval of NTM Chair.
2) Consideration and approval NTM constitution:
Proposal to form NTM Committee (voting members) by approval of
nominations from MVCC Zone directors - two from each zone to insure
geographic balance.
Motion: Form a 'Neighborhood Traffic ad-hoc Committee' (NTM) as part
of the MVCC T & I Committee that is constituted of 1) A Chair,
appointed by the MVCC T & I Chair, 2) At-large MVCC stakeholders and
3) Twelve voting members that are nominated by the MVCC Zone directors
(two (2) each) and approved by the T & I committee by a majority vote.
3) Consideration and approval T & I and NTM committee charges, etc.
a) T & I. The charge for the T & I committee shall be:
To work with community stakeholders, the LADoT, the MVCC UPC committee
and other entities to determine and approve measures to reduce traffic
congestion in MVCC.
To require quarterly T & I/ UPC joint meeting to hear and approve
matters that are to be considered by both committees.
To work with community stakeholders, the Santa Monica Airport Administration
and other entities to determine and approve measures to address
pollution, traffic, noise and safety matters at SMO
b) NTM charge from that ad-hoc committee.
4) Traffic congestion on Stanwood between Bundy/Centinela and Grand View/Inglewood
Shall the T & I committee approve a proposal to limit turns into/out of
Stanwood Drive at Bundy/Centinela? Zone-based voting may be enforced.
Rationale: This intersection is a
major source of cut-through at rush hours.
Consideration of placing: a
No Right Turn (onto Stanwood) from the North-bound morning rush hour traffic, a
No Left Turn (onto Centinila) crossing the North-bound morning rush hour traffic, and
No Left Turn (onto Stanwood) for the South-bound evening rush hour traffic.
